Federal College of Education (Special), Oyo widely known as FCE (Special) Oyo, FCES OYO, or simply FCE Oyo is a Federal Government-owned College of Education located in Oyo, Oyo State, South-West Nigeria. Established in October 1977, FCE (Special) Oyo is the only College of Special Education in Sub-Saharan West Africa, set up to train teachers and other para-professionals in Special Education for people with special needs. The college has the largest group of students with disabilities that can be found in any higher institution in Nigeria, and the largest concentration of specialised teaching and training facilities for teachers with disabilities in the country. The college is funded and managed by the Federal Government through the National Commission for Colleges of Education (NCCE), and is fully accredited to award the National Certificate of Education (NCE). It also offers full Bachelor’s Degree programmes in affiliation with the University of Ibadan (UI) and Sandwich Degree programmes through the Lagos State University (LASU). The current Provost is Dr. Ademola Salami. FCE (Special) Oyo’s motto is Light Through Learning.
History of the Institution
The college took off as the Federal Advanced Teachers College of Special Education on 5th October, 1977. This was the culmination of years of planning, dating back to October 1974, when the then Head of State declared the Government’s intention to establish a National Special Education Teachers’ College.
During its 40th anniversary celebration, the college gave a special recognition award to former President Olusegun Obasanjo, whose military administration brought about the upgrading of the institution from the Federal Advanced Teachers College to a College of Education with the mandate to award the National Certificate of Education (NCE) in 1977.
FCE (Special) Oyo holds the unique distinction of being the only college of its kind in Sub-Saharan Africa entirely devoted to Special Education. Supported by the Centre for Educational Technology (CET) and the Directorate of Sign Language Interpreting, the college offers comprehensive NCE programmes, full-time Bachelor’s Degrees in affiliation with the University of Ibadan (UI), and flexible Sandwich Degree programmes.
According to a UNDP/UNESCO 1996 report (NIR/87/008), the institution has one of the best qualified staff in special education, not only in Nigeria but also in the whole of Africa.
The College, being the only one of its kind in the country, has an admission policy that takes the entire nation as its catchment area — allowing a wider mix in student population that cannot be found in other Colleges of Education. The college operates multiple specialised directorates including the Directorate of Integrated and Dual Programmes for Academic, Non-Formal and Community Empowerment (DIDPANC), the Directorate of Sign Language Interpreting, and the Directorate of Research and Publication.

Admission Requirements
NCE Regular Programme Admission Candidates who chose FCE (Special) Oyo as their first choice of institution during UTME and whose cut-off points are 100 and above are eligible to apply. Candidates who did not choose the College initially but obtained a cut-off score of 100 and above are also eligible to apply.
- SSCE/GCE O’Level (WAEC/NECO) or equivalent with credit passes in at least five subjects including English Language
- NABTEB results are accepted for Vocational and Technical Education courses only

School Fees
As a Federal institution, tuition is highly subsidised. Regular NCE students generally pay between ₦30,000 and ₦45,000 per session. Degree students (UI Affiliated) pay slightly higher fees. All payments are securely routed through the Federal Government’s Remita platform via the SISS Portal.

Post-UTME / Screening Information
FCE (Special) Oyo conducts a Post-UTME screening exercise for all eligible NCE candidates. To qualify for the Post-UTME screening, candidates should have scored a minimum of 120 in the UTME and chosen FCE (Special) Oyo as their first institution. Candidates who did not choose the College initially but obtained a cut-off of 100 and above should provide the print-out slip of institution change.
The 2025/2026 Post-UTME screening was scheduled for Thursday, 25th September, 2025. The non-refundable Post-UTME application fee is ₦2,000.
